MKVToolNix is a free and open-source tool that provides a suite of tools for creating, altering, inspecting and dissecting Matroska files in Linux, Windows, and other Unix-Like systems.
To extract subtitles using MKVToolNix, downlaod the gMKVExtractGUI from the link below:

Once downloaded, launch the tool and choose your target MKV file from the Browse Button.
Select the subtitle file you wish to extract from the file and click Extract.
